Project overview
C-Wise is developing a new Carbon Recycling Facility located at 320 Gull Road, Keralup.
The facility will accept a range of organic materials for composting, including Food Organics and Garden Organics (FOGO) from kerbside collections in the Perth and Peel regions, as mandated by the State Government’s Waste Avoidance and Resource Recovery Strategy 2030.
Recognising the importance of the proposal, C-Wise was successful in obtaining funding for the construction of the facility from both the State and Federal governments through the Food Waste for Healthy Soils Fund.

What does C-Wise offer?
C-Wise offers Soil Carbon Solutions consisting of high value carbon composted blends and land management methods. What does C-Wise do?
The C-Wise waste receivable facility in Nambellup currently processes over 150,000 tonnes of waste from various sources, including agricultural and green waste, that would otherwise end up in landfill.
Through the composting process, this waste is transformed into 80,000 tonnes of high-quality compost and soil improver. These nutrient-rich soils are teeming with beneficial soil carbon and microorganisms, making them invaluable for a range of industries. From agricultural land to sports turf and councils, horticulture to home gardens, these soils find diverse applications.
COMMUNITY CONSULTATION
Prior to the lodgement of the relevant approval applications, C-Wise wishes to undertake community and stakeholder consultation to provide the opportunity to have their say on the proposal. C-Wise is proposing to hold an Open Day for community members and stakeholders to drop by at a convenient time to learn more about the project. C-Wise has also set up an online feedback forum. In addition, C-Wise is happy to accept emails and written submissions.

On completion of Stage 2 operations at the existing Nambeelup facility will be transferred to the new facility.
The development of the Carbon Recycling Facility will see best-practice composting infrastructure developed at the site in general alignment with the DWER’s Guideline Better Practice Organics Recycling (December 2022). The facility will accept FOGO waste, alongside greenwaste, forestry and liquid wastes, and will process these into a range of compost and other soil-improving products.
The whole facility will be constructed in two stages, which over time will provide C-Wise the ability to transfer its operations across from its existing facility in Nambeelup. As Illustrated in the C-WISE General Site General Arrangement diagram located in the Resource centre below, both Stage 1 and 2 are basically identical.
As part of Stage 1, the key elements to be constructed include:
- Carbon Storage Area
- Enclosed Receival Building
- Enclosed Composting Bunkers
- Overcover aeration and maturation area
- Product screening and dispatch area
- Leachate system including sumps, tans and evaporation ponds
- Stormwater system including swales and ponds
- Liquid waste tank farm
- Stage 1 of the facility will provide sufficient annual capacity to process 100,000 of organic materials. Stage 2 will increase the facility overall capacity to 200,000 tonnes per annum.
C-Wise and its team of consultants, have prepared a range of specialist studies including but not limited to:
- Environmental Assessment and Management Plan
- Stormwater and Leachate Management Plan
- Odour Impact Assessment
- Hydrogeological Investigations and Design
- Bushfire Management Plan
- Ecological Surveys
As part of these works, detailed assessments have been undertaken to devise the environmental engineering and operational measures to ensure that all potential risks are controlled in accordance with regulatory and modern best practice standards.
Potential Environmental Impacts and management
C-Wise recognises that that there are a range of environmental risks associated with composting operations which require careful management.
Two significant environmental impacts identified include water table contamination and odour:
Water table contamination
C-Wise will install enclosed tanks to store liquids produced in the process. All liquid runoffs are channelled through a dedicated drainage system to the enclosed tanks. Open water ponds are reserved solely for stormwater and driveways.
Odour
The most odorous phases of the process occur during reception and the initial stage. C-Wise plans to install biofilters to remove any unpleasant odours from these areas.

Power Generation
The facility’s unique location necessitates the development of a purpose built on-site power generation system. C-Wise has partnered with the Delorean Corporation and their affiliate ATCO Gas to construct a biogas power station. This station will provide gas back into the network.

FEEDBACK

To commence the process, C-Wise has undertaken a letter drop to all residents and businesses within approximately 2.5 km radius of the facility.
